A STATEMENT OF BOARDS, COUNCIL, COMMITTEES AND OTHER BODIES CONSTITUTED AS ITS PART

A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

The National Council for Teacher Education has the under mentioned bodies for discharge of its functions:-

  • The Council
  • The Executive Committee
  • Regional Committees
  • Appeal Committee
  • Inspection Team
  • Visiting Team

(i) The Council

Role

This is the principal decision making body of the National Council for Teacher Education in respect of the functions assigned to it under the NCTE Act, 1993.

Structure

(a) Chairperson appointed by the Central Government;

(b) Vice-Chairperson appointed by the Central Government;

(c) Member-Secretary appointed by the Central Government;

(d) the Secretary to the Government of India in the Department dealing with Education, ex-officio;

(e) the Chairman, University Grants Commission established under section 4 of the University Grants Commission Act, 1956 or a member thereof nominated by him, ex-officio;

(f) the Director, National Council of Educational Research and Training, ex-officio;

(g) the Director, National Institute of Educational Planning and Administration, ex-officio;

(h the Adviser (Education), Planning Commission, ex-officio;

(i) the Chairman, Central Boards of Secondary Education, ex-officio;

(j) the Financial Adviser to the Government of India in the Department dealing with Education, ex-officio;

(k) the Member-Secretary, All India Council for Technical Education, ex-officio;

(l) the Chairpersons of all Regional Committees, ex-officio;

(m) thirteen persons possessing experience and knowledge in the field of education or teaching to be appointed by the Central Government as under, from amongst the

 

(i)

Deans of Faculties of Education and Professors of  Education in Universities

(ii)

experts in secondary teacher education

One

(iii)

experts in pre-primary and primary teacher education

Three

(iv)

experts in non-formal education and adult education

Two

(v)

experts in the field of natural sciences, social sciences, linguistics, vocational education, work experience, educational technology and special education, by rotation in the manner prescribed.

(n) nine Members to be appointed by the Central Government to represent the States and the Union Territory Administrations in the manner prescribed;
(o) three Members of Parliament, of whom one shall be nominated by the Chairman of the Council of States and two by the Speaker of the House of the People;
(p) three Members to be appointed by the Central Government from amongst teachers of primary and secondary education and teachers of recognised institutions.

Regional Committee
Role
Under Sections 14 and 15 of the Act, the Regional Committees are vested with powers to grant recognition to institutions for starting/conducting teacher education courses.
Structure

  • a Member to be nominated by the Council;
  • one representative from each of the States and the Union territories of the region, to be nominated by the respective States and the Union territories;
  • such number of persons, having special knowledge and experience in matters relating to teacher education, as may be determined by regulations. It has been determined by regulations that six persons having special knowledge and experience in matters relating to teacher education shall be nominated to each of the Regional Committee by the Chairperson of the Council.

Meetings of the Regional Committees :

  • Every month a meeting of the Regional Committee is held to consider cases of the institutions for grant of recognition for starting/ conducting teacher education courses.
  • The meetings are not open to the public.
  • Minutes of the meetings are prepared.
  • The minutes are confidential in nature and are not available to the public.

Appeal Committee
Role
The Appeal Committee assists the Chairperson, who has been authorized by the Council to take final decision on appeals preferred by the aggrieved institutions, in taking appropriate decisions on the appeals filed by the aggrieved institutions. It hears the appeals and makes recommendations for consideration / approval of the Chairperson.

Inspection Teams
Role
The role of the inspection team is to inspect the recognized teacher training institutions to ascertain whether the recognized institutions are functioning in accordance with the provisions of the NCTE Act.
Structure

  • As per NCTE Rules, the Council shall approve a panel of name of experts in teacher education or educational administration for inspection of the recognized institutions.
  • The Chairperson, NCTE shall nominate at least two persons out of the panel of experts to an inspection team.

Present Composition
There is no fixed composition of an Inspection Team.
Visiting Team
Role
Visiting teams are constituted by the Regional Committees of NCTE for inspection of the applicant institutions before grant of institution for the purpose of verifying whether the institutions fulfill the provisions of NCTE Act, rules and regulations including norms and standards for particular teacher training programmes and such other conditions required for proper functioning of the institution for starting/ conducting a teacher training course. Standard performa to obtain the presence/absence of the infrastructure in the inspected college/institute is filled to facilitate in arriving at the possibility of recognizing the institute.

Structure
A visiting team comprises two experts. The members of the visiting team are generally experts in teacher education. There is no fixed panel of members for the visiting team.
