PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH, OR REPRESENTATION BY, THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF ITS POLICY OR IMPLEMENTATION THEREOF

As regards formulation of policy, wide consultation process is adopted through workshops, inputs through field experiences, inviting comments/suggestions of the public through advertisement in the newspapers and also through e-mails. Normally, a policy issue is decided based on recommendations of an Expert Committee constituting of Experts (from different parts of the country) in the field of teacher education.
In so far as consultation in implementation of the policy is concerned, there is no institutional arrangement for consultation with the public, however, every year a public notice is issued through advertisement in newspapers advising students and parents to take admission only in those teacher training institutions which are recognized by NCTE. The list of recognized institutions are available on the website of the NCTE, www.ncte-india.org. Moreover, general public are free to bring to the notice of NCTE any aberrations observed by them regarding implementation of policies relating to teacher education.

Curriculum Framework for Teacher Education Courses – revision of.

However, the following arrangement is made for public participation.

  • A draft document is first prepared by a Committee of experts in teacher education.
  • Seminars are held at different regions in the country to build up national consensus on the draft document by inviting representatives from universities, SCERTs, CTEs, IASEs and DIETs, etc.
  • The views and suggestions of the participants are incorporated in the draft document.
  • Regional Seminars are also held in different parts of the country by inviting experts in teacher education for discussion on the draft document.
  • A National Consultative Meeting is held with leading educationists of the country and other Stake holders for discussion on the revised draft document.
  • Thereafter the final draft is prepared for approval by the Council.

Norms and Standards for teacher education courses

However, arrangement is made for public participation in laying down/amendment of norms and standards for various teacher education courses.

  • Online suggestions are invited from all the stake holders and the public on the existing norms and standards which are available in the NCTE Website.
  • Advertisements are also made in the National Dailies across the country inviting suggestions of the stake holders and the public.
  • The comments/ suggestions received are consolidated and considered by a committee of experts in the field.
  • Also, consultative meetings are held in different regions of the country with experts in teacher education for discussion.

Other activities relating to policy formulation

Public participation is ensured in other activities relating to policy formulation by making eminent personalities in the field of teacher education as members in various committees constituted by the NCTE for the purpose.
